Does the Heroku Addon support Japanese language
I plan to implement webapp on Herouku with flying-sphinx
addon.
All data which app handles is in Japanese.

It really comes down to Sphinx itself. Flying Sphinx is language agnostic - so as long as you have the Sphinx settings required for Japanese, you should be fine. Here's a blog post that talks about using Sphinx and Thinking Sphinx with Japanese - Flying Sphinx should sit on top of this without any issues.
I'd recommend setting it all up locally with Thinking Sphinx first and confirming it works in a way you like before enabling Flying Sphinx on your Heroku app.
